RAND: A Stability Police Force for the United States

Establishing security is the sine qua non of stability operations, since it is a prerequisite for reconstruction and development. Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which the authors call a Stability Police Force (SPF). The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost. This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army’s Military Police. The authors conclude that an SPF containing 6,000 people — created in the U.S. Marshals Service and staffed by a “hybrid option,” in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed — would be the most effective of the options considered. The SPF would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.

EXCERPT: “Antidepressant drugs have never been tested on children nor approved by the FDA for use on children, however, Scientific studies proving that prozac encourages suicidal tendencies in young people are voluminous and span back nearly a decade.

In 2005, it was revealed that Eli Lilly had full knowledge of a 1200% increase in suicide risk for takers of their Prozac. This evidence came in the wake of findings published in the British Medical Journal a year previously.

In 2006 a report was published outlining the fact that anti-depressant drug Paxil doubles the risk of violent behavior. Another study published in the Archives of General Psychiatry revealed that teens taking antidepressant drugs are more likely to commit suicide.  However, prescriptions of antidepressants and other mind-altering drugs among schoolchildren has more than quadrupled in that time, while use of behaviour-altering drugs, including Ritalin, for attention deficit hyperactivity disorder (ADHD), and Modafinil, for daytime sleepiness, has soared ten-fold.

It is a well known fact among the makers of these drugs that they are directly linked to behavioural disturbances including agitation, panic attacks and extreme aggression, yet their use is so commonplace that they have now even found their way into our drinking water.”

After Katrina hit in August 2005, Magna sheltered hundreds of evacuees at its Palm Meadows thoroughbred training centre in Florida. But Stronach also wanted to set up a place outside the hurricane zone where families could start over and build their futures. “It’s a hand up, not a handout,” Magna spokesman Dan Donovan said. Stronach, who was not made available for an interview, bought 365 hectares in rural Louisiana in September 2005, and Canadaville opened three months later. Total initial investment was estimated at US$7.5 million. Officially named Magnaville, the site has been dubbed Canadaville. Canadian and U.S. flags fly side by side at the welcome centre. “This is just neighbour helping neighbour,” Magnaville president Dennis Mills said.

“People can live at Canadaville rent-free for five years if they follow a “charter of conduct.” Among other things, they must work or go to school, volunteer at least eight hours a week, participate in the community council and stay away from drugs, project manager Shane Carmichael said.  There are after-school and tutoring programs for children, computer and job-training classes for adults and plans to operate an organic farm. While Magna provides housing and other activities, residents do not receive cash payments.”

Prominent local civil rights attorney Bill Quigley was handcuffed, arrested, removed and later released after a charge of ‘disturbing the peace’.  His response: “We live in a system where if you cheer or chant in the City Council you get arrested, but you can demolish 4,500 people’s apartments and everybody’s supposed to go along with that? That’s not going to happen,” Quigley said. “There’s going to be a lot more disturbing the peace before this is all over, I’m afraid.”
